On 1 January 2026 the recycling obligation stopped being a list of 50 named product types and became a voltage definition, so companies that were never regulated cannot tell whether their catalogue is now in scope.
When an extended-producer-responsibility regime replaces a named-product list with a definition, every importer has to re-classify a catalogue nobody has re-read in years. The classifier and its citation trail are the same product under each regime; only the rule table changes.
The voltage-based scope, the cooperative structure, and the waste-charge trade-off are specific to Korea's Electronic Equipment Resource Circulation Act.
