Yes, a foreigner can apply

The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Pre-founders or companies aged up to 7 years (as of April 13, 2026) that plan to receive public technology from a public research institution (university or government-funded research institute) and wish to commercialize it and attract investment. Companies located outside Daejeon must establish a corporation (head office, branch, or corporate R&D institute) in Daejeon before signing the agreement. If no suitable public technology is available within Daejeon, technology from nationwide public research institutions may be accepted.
