Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Startups (incorporated or individual business) with a company age of 7 years or less as of the application date. The business address must be in Gumi City, or the company must commit to relocating its headquarters to Gumi within 60 days after selection. Companies excluded from other Gumi support programs, delinquent on taxes or debts, under bankruptcy/rehabilitation proceedings, or engaged in excluded business types (e.g., simple café operation, retail/distribution, simplified taxpayer businesses) are not eligible.
