Pre-founders (not yet registered as a business) residing in Gangwon State, and individuals who newly started a business in 2026. Other regions are exceptionally eligible if they are: graduates of the Gangwon IP Center's IP-based startup education, enrolled students at a school located in Gangwon, 2026 new founders whose business registration address is in Gangwon, those planning to re-start after closure with a new/changed industry, or certain individual real estate lessors.
