Open to: (1) One-person creative enterprises – individual or incorporated businesses with fewer than 5 co-founders, no regular employees, and less than 7 years since founding; (2) Pre-founders who can register a business within 3 months of moving in. Excluded: real estate/rental businesses and other excluded industry categories (full list in the announcement); businesses with 7+ years of operation. Bonus points: winners of MSS startup competitions under 2 years (1 pt), youth under 39 (1 pt), women-owned or disabled-owned (1 pt), focus-industry businesses (1 pt), small manufacturer center or startup school recommendees (1 pt), re-startup with good-faith evaluation pass (1 pt) or excellent good-faith evaluation (3 pts).
