The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.
Open to individuals aged 40 or older (middle-aged and senior) who reside in Gyeonggi-do as of the announcement date (May 22, 2026) and wish to start a business within the province. Must be a pre-founder (no history of business registration as a corporation, general, or simplified taxpayer with the tax office). Exceptions: those with zero-revenue businesses, rental businesses, businesses whose first business start date is before the announcement date, or representatives of non-profit organizations. Excluded: those with delinquent national/local taxes, those restricted from financial transactions or in default, those planning to operate in gambling/entertainment/dissolute industries, finance, real estate, or other sectors inconsistent with the program's purpose, and those who apply fraudulently.
