Yes, a foreigner can apply

The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Technology-based pre-founders (not yet incorporated) and startup companies. Incorporated businesses must have a company age (years since establishment) within 10 years if in a new-industry startup field; otherwise, standard limits apply. Sole proprietors must meet the company age limit based on the business registration date. Pre-founders must have no business registration or incorporation and be preparing a technology-based startup. Simple café operations, wholesale/retail, and distribution businesses are not eligible. Must be registered as a member on K-Startup.
