The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Companies: (1) Priority-support enterprises with 5+ average monthly insured employees over the prior year (or 1+ employees for knowledge service, cultural content, and youth startup companies); (2) Annual revenue of at least (number of insured employees × KRW 19 million); exceptions for companies under 1 year old and tax-exempt corporations. Youth: (1) Aged 15–34 with at least one employment difficulty type (e.g., unemployed 4+ months, high school education or below, participant in National Employment Support Program, etc.); (2) Full-time position, 28+ hours/week, minimum wage or higher, monthly average salary ≤ KRW 4.5 million. Excluded: persons with business registration, enrolled students (including leave of absence), rehired within 1 year at the same/related company.
