The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.
The applying company must be a small or mid-sized enterprise (SME or mid-sized company under Korean law) that is physically located in the 1st or 2nd Pangyo Techno Valley. The individual employee must be aged 39 or under, have relocated into Gyeonggi Province on or after August 1, 2025, and must not own a home. Individual business owners (sole proprietors) who are the sole representative of their company are excluded from support.

Interest-free loan of up to 30 million KRW per employee (in units of 10 million KRW) for housing rental deposits on homes with a jeonse deposit of up to 500 million KRW. The loan term is up to 4 years (initial 2 years + possible 2-year extension). The performance guarantee insurance issuance fee is reimbursed at 100% (deducted from the principal upon repayment).
