Yes, with conditions
Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.
Applicants must satisfy ALL of the following: ① A technology startup as defined by the Framework Act on SMEs and the Support for Small and Medium Enterprise Establishment Act; ② Head office located in Busan; ③ Company age (years since establishment) within 7 years as of the announcement date (up to 10 years for new-industry fields such as AI, big data, 5G+, blockchain, service platforms, immersive content, intelligent robots, smart manufacturing, system semiconductors, autonomous vehicles, electric/hydrogen vehicles, bio, medical devices, functional foods, drones/personal mobility, future ships, disaster/safety, smart cities, smart homes, new/renewable energy, secondary batteries, CCUS, resource circulation/recycling, space, next-generation nuclear power, quantum, and cybersecurity); ④ Must have a confirmed plan to participate in an overseas program (exhibition, business meeting, conference, etc.) and submit supporting documents (simple observation/tours are excluded).

Funding of up to KRW 3 million per company (region-specific limits: Asia/Africa/Latin America up to KRW 2 million; Europe/North America/Oceania/Middle East up to KRW 3 million). Covered items: ① Exhibition costs (booth fees, etc.), ② Participation fees for overseas business meetings and conferences, ③ Travel expenses (round-trip airfare for 1 person, accommodation during the event). Funding is paid after the company pays upfront, completes the overseas activity, and submits a final report with supporting documents.
