Recruiting companies: SMEs under the Framework Act on SMEs (Article 2) and its Enforcement Decree (Article 3) that have difficulty hiring workers. Excluded are businesses in certain prohibited sectors (e.g., gambling, adult entertainment, speculative businesses). Job seekers: Any individual willing to work at an SME.

For recruiting companies: 1:1 recruitment consulting by professional counselors, job posting on the SME-dedicated job matching platform (including special hiring sections for excellent SMEs, smart-factory-adopting companies, and youth-job SMEs), AI-based customized talent recommendations, support for the hiring process (document screening, interviews), linkage to various SME support policies (policy funds, training, other employment support programs), and follow-up support including re-matching if needed. For job seekers: 1:1 career counseling, resume coaching by experts, customized company matching, AI-based job recommendation matching, online employment support services (personality/aptitude tests, NCS basic competency tests, AI cover letter writing/evaluation/editing, non-face-to-face AI interview analysis and feedback), and re-employment support if needed.
