Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Small businesses that meet at least one of the following criteria: (1) Graduates of the New Business Startup Academy, Local Creator Fostering beneficiary, Strong Small Business selected company, LIPS I or LIPS II previously supported companies; (2) Companies that received investment from a private operator of the Small Business Investment-Linked Support Program within the last 3 years from the announcement date (provided investment is maintained, in the form of new share investment, industrial property investment, or equity conversion contract); (3) Companies with annual export performance of at least USD 30,000 in any one of the last three fiscal years (2023–2025). Target products: food, cosmetics, fashion, and household goods centered on 4 major consumer goods categories.
