Can a foreigner apply?

Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Companies whose headquarters are located in the Seoul metropolitan area (Seoul, Incheon, Gyeonggi). Company age must be more than 3 years and within 7 years after establishment (between January 23, 2019 and January 22, 2023). Companies in new-industry sectors as defined by Article 3(1) of the New-Industry Startup Regulation may apply within 10 years of establishment. Companies that do not meet the age requirement but participated in Early Startup Package, Re-challenge Success Package, or Startup-centered University (early-stage startups) in 2023–2025 may apply via the Fast Track if they meet the conditions in Attachment 5. Applications may be made to multiple types (Deep Tech, General, Investment-Linked) but only one type can be executed.
