Yes, a foreigner can apply

The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Pre-founders (teams not yet incorporated) or startups with 7 years or less of company age (since establishment). Focus areas include aerospace, marine, eco-friendly energy, AI/big data, etc., but applications outside these areas are also accepted.
