The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Pre-founders or startups incorporated within the past 7 years. Pre-founders must be able to register a business within 6 months of moving in. Existing businesses must be able to register their main office at the center's address. Excluded: lodging, rental, entertainment, consulting, self-employed, speculative businesses, or simple service industries; those with delinquent national or local taxes; those under sanctions restricting participation in government projects.
