Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Seoul-based SMEs under the Framework Act on SMEs with headquarters or an independent place of business in Seoul (having local tax liability). Must be exporting to or via Middle East, Europe, or Africa (see Attached List 1 for eligible countries). Only shipments under Incoterms C (CFR, CIF, CPT, CIP) or D (DAP, DPU, DDP) conditions where the exporter bears the freight cost. Excluded: companies that have already received the full KRW 30 million cap under the same program, those with duplicate applications for the same logistics cost, intermediary trade without export declaration, delinquent taxpayers, insolvent or bankrupt entities, and companies not meeting Seoul location requirements.
