Yes, a foreigner can apply

The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Open to startup companies (individual business or corporation) nationwide within 7 years of the business commencement date as defined by Article 2, Paragraph 1 of the Framework Act on Supporting Startup Enterprises (as of application receipt date). For sole proprietors, based on the business registration 'business commencement date'; for corporations, based on the corporate registration date. In case of multiple business registrations, the earliest registration date applies.
