Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Korean youth aged 19–39 (by Korean age: 만 19세–만 39세) who wish to start a business in a fishing village or are interested in businesses that collaborate with fishing villages. Both individuals and teams are eligible, but neither the individual nor any team member may be registered as a sole proprietor or corporation by the application deadline. Entries that have already won other contests or that are the subject of ongoing commercialization, intellectual property disputes, etc., are excluded.
