Yes, a foreigner can apply

The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Open to pre-founders (individuals or teams of up to 3 including the representative) aged 15 to 39 (born after November 6, 1986) who are not registered as a sole proprietor or incorporated business. The idea must utilize local resources of Guri City or be based in Guri City. All team members must meet the requirements. Excluded are those who have previously won a similar contest or received funding for the same idea, those infringing on intellectual property rights, those in excluded business sectors under the Enforcement Decree of the Framework Act on Small and Medium Enterprises, those involved in related disputes or litigation, and those under sanctions from government support programs.
