Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.
Open to general enterprises and sole proprietors (1-person creative enterprises) located in Jeju Special Self-Governing Province with a company age of less than 2 years 3 months (establishment date on or after May 1, 2024). Companies that have previously been selected and signed an MOU for Pre-TIPS, TIPS R&D, or TIPS-linked projects (including their representatives) are ineligible.
