Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Domestic, unlisted startup companies nationwide with a company age of less than 10 years as of the announcement date (i.e., established after October 17, 2016). Companies must be able to present and answer questions in English or Japanese during the in-person evaluation with TEL VENTURE CAPITAL representatives. Must be in the semiconductor field and seeking investment or strategic cooperation with TEL VENTURE CAPITAL. Excluded: companies delinquent on national or local taxes, under credit default restrictions, operating in business types excluded under the Enforcement Decree of the Act on Support for Small and Medium Enterprise Establishment, or currently on hiatus/closed.
