Yes, with conditions
Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.
Eligible: (1) venture companies under the Venture Business Promotion Act; (2) pre-founders (not yet incorporated); (3) startup companies under the Startup Support Act (up to 7 years from business commencement, or up to 10 years for startups in new-industry fields such as AI, big data, 5G+, blockchain, smart manufacturing, biotech, etc.). Incorporated businesses are counted from the date of incorporation; individual businesses from the date of business registration. Startups applying to the Startup Center must be able to transfer or newly register their 'head office' address to that center. Excluded: businesses in excluded industries per the Startup Support Act enforcement decree; entities unable to transfer their business address to the tenancy space; representatives with tax arrears or debt defaults; businesses causing environmental pollution (noise, vibration, wastewater, odor).

1 year (January 1 – December 31, 2027), with possible extension of up to 1 additional year upon evaluation
Furnished independent office or non-resident (coworking) desk for 1 year (renewable once for up to 1 additional year upon evaluation). Annual fees vary by space (e.g., ₩1,187,320–₩5,565,130 rent plus ₩1,200,000–₩7,680,000 management fee; smart offices are free with a ₩500,000 deposit). Access to: growth management (Seoul National University Engineering Consulting Center technology consulting, corporate diagnosis, mentoring), investment attraction programs (open innovation, demo day), domestic/international exhibition participation support (CES, MWC, WIS, KES), networking events, PR & marketing support, and follow-up employment support. Common facilities include basic furniture, cafeteria, meeting rooms, shared office equipment, showers, and lounge areas (some spaces may vary).
