Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Startups (incorporated or pre-founder) that are located in the Gangwon R&D Special Zone (Chuncheon, Wonju, Gangneung), or planning to relocate to or establish a presence in the zone, and that are preparing for or undertaking investment attraction. Companies of any age (years since establishment) may apply. Excluded: entities under debt delinquency or tax arrears sanctions; those restricted from government support projects (e.g., by MSS); those operating businesses excluded under Article 4 of the Enforcement Decree of the 「Small Business Start-up Support Act」; businesses that are suspended or closed as of the application date; entities on the Ministry of Employment and Labor's unpaid-wage employer list; and any other entity the administering agency deems ineligible.
