Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Open to startups, SMEs, and venture companies in fields related to the Arctic Sea Route (shipping, ports, logistics, shipbuilding, energy, etc.) that seek investment. Companies not currently performing a TIPS project (including Deep Tech TIPS, Scale-up TIPS, Global TIPS) receive priority selection. Excluded are companies that are bankrupt, temporarily or permanently closed, delinquent on national or local taxes, classified as delinquent by a credit information company, or that have filed for bankruptcy/rehabilitation/individual rehabilitation (unless the company is faithfully repaying debts under a court-approved rehabilitation or repayment plan). No age or incorporation requirement is stated beyond general business registration.
