Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Companies or individual businesses (incorporated or sole proprietor) in the game development business, located in Seoul or willing to relocate to Seoul. As of the application start date, the total number of employees on the social insurance (4 major insurances) register must be 5 or fewer. Only one seat per company/team is assigned, and at least one executive-level responsible person must reside on-site. Businesses currently on suspension are ineligible. Companies already receiving government/local government/public institution startup-space support are ineligible unless the benefit period ends before the move-in date or the applicant has withdrawn. Past residents of the Seoul Game Contents Center Game Lab are ineligible. Applicants with delinquent national or local taxes, or those under credit delinquency restrictions, are generally ineligible (exceptions apply for those in credit recovery programs, individual rehabilitation, bankruptcy discharge, business rehabilitation, re-startup funding from KOSME, etc.).
