Yes, a foreigner can apply

The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Open to the general public — (pre-)founders, existing business owners, and anyone wishing to take the course. Excluded: persons under tax or local-tax delinquency restriction, persons under debt-default restriction from financial institutions as of the announcement date, and those engaged in industries excluded under Article 4 of the Enforcement Decree of the Act on Support for Small and Medium Enterprise Establishment (e.g., bars, gambling-related businesses).
