Foreigners are not excluded, but the announcement attaches requirements β residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.
Applicants must meet all of the following: (1) A young business owner born after 1988; (2) 2025 annual sales of 100 million won or less (new 2026 founders are evaluated on annualized sales); (3) Fewer than 5 full-time workers (fewer than 10 for manufacturing, construction, transportation, and mining). Excluded: temporarily closed/permanently closed businesses, and businesses operating in sectors excluded from small business policy funding.

Three sessions of 1:1 in-person consulting at the business site by a professional consultant, at no cost.
