Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

Pre-founders (not yet incorporated) or startups that began business within 7 years prior to the announcement date. The company must be able to relocate its main office address to Hongik University's incubation center within 30 days of move-in. Companies with a corporate-affiliated research institute may also move in as a research lab. Excluded are entities/individuals who have received a fine of KRW 1 million or more from a judicial authority, are classified as bad credit borrowers by a financial institution, operate businesses that generate high pollution (wastewater, noise, vibration, etc.), or have caused social controversy or been deemed unsuitable by the operating committee. Priority is given to: women-owned businesses (per the Women-Owned Business Support Act), companies enrolled in the Tomorrow Filling Mutual Aid Plan (내일채움공제), businesses in the specialized field of Art & Design Tech, startups founded by Hongik University faculty/researchers or current Hongik students, and bio-health or art & design companies.
