The announcement sets no nationality restriction. You still have to meet every other requirement below, and the agency has the final say.

Open to general enterprises and one-person creative enterprises. Company age (years since establishment) can be less than 1 year, less than 2 years, less than 3 years, less than 5 years, less than 7 years, or less than 10 years. Excluded: businesses in industries not eligible for venture certification (e.g., certain entertainment/bar businesses, blockchain-based crypto asset trading/brokerage, gambling facilities); companies not yet incorporated as of application date (pre-founders); persons or entities delinquent on national or local taxes; companies on suspension of business as of the deadline; persons or entities under restriction due to default to financial institutions.
