Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.

① Businesses with less than 7 years since establishment as of the application date (under 10 years for new-industry startups) whose industry matches the "Magok General Industrial Complex Management Master Plan" eligible industries, OR pre-founders in relevant industries (must register business before signing the contract). ② Must be able to transfer address to Seoul Startup Hub M+ within 30 days after contract signing (foreign companies and corporate research institutes: within 3 months). Excluded: businesses with delinquency on national/local taxes, businesses on unpaid debt blacklist (with certain exceptions), businesses currently receiving Seoul City or district startup-space support, businesses on temporary closure, businesses previously evicted from Seoul startup facilities, businesses that previously received space support from this facility, businesses with prior support history at the 7 major hub facilities (Startup Hub Gongdeok, M+, Changdong, Seongsu, Fintech Lab, Seoul AI Hub, Bio Hub), and other disqualifying cases.
