Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.
Applicants must be one of: (1) individuals or groups planning to establish a social economy enterprise; (2) legal entities planning to convert to a social economy enterprise; (3) early-stage social economy enterprises (established within 6 months of the announcement date for co‑working, or within 1 year for Kiwoom); or (4) officially designated/certified social economy enterprises for business offices. Business‑office applicants must have paid employees and sales for at least the last 3 months (or at least 1 year of sales if no paid employees). Excluded: entities already residing in a similar startup incubation facility, and those with a history of contract violation or early eviction from the Nowon Social Economy Support Center.

Duration
Co‑working: 6 months (extendable up to 1 year); Kiwoom: 1 year (extendable); Business office: 1 year (Building 1, extendable) / up to 5 years (Building 3, subject to annual renewal review). Occupancy starts January 1, 2027.
Access to office space (co‑working seat, Kiwoom office, or business office) at Nowon Social Economy Support Center Building 1 (Gongneung-dong) or Building 3 (Sanggye-dong), including shared facilities (education room, meeting room). Co‑working tenants receive one desk, drawer, chair, and cabinet per seat. Building 1 provides shared use of a multifunction printer, fax, document shredder, and binder. Co‑working office utility fees are waived; management fee is KRW 30,000 per seat. Kiwoom and business offices are subject to pro‑rata utility and management fees. Rent for co‑working and Kiwoom offices is exempt; business office rent is calculated at 10/1000 of the publicly assessed land price, paid in a single annual lump sum.
