Applicants must be aged 40 or older and be either a pre-founder (not yet incorporated) or a startup within 3 years of establishment as of the announcement date, capable of commercialization through technology-based startup or professional career. Retirees currently employed who wish to start a business are eligible. Priority is given to graduates of the "Everybody Startup" program or the 2026 customized startup course, and to those with award records in startup competitions, women-owned or disability-owned businesses, and re-startup companies with good-faith management evaluations. Exclusion: those with delinquent national or local taxes, defaulted debts, persons restricted from government or startup support programs, and businesses in simple service sectors such as accommodation, rental, entertainment, food service, etc.
