Yes, with conditions
Foreigners are not excluded, but the announcement attaches requirements β residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.
Open to individuals who meet at least one of the following criteria: (1) Academia: assistant professor or higher with specialized knowledge; (2) Industry/Research: PhD holder, or master's degree holder with 5+ years of experience in a specialized field, or bachelor's degree holder with 7+ years of experience; (3) Civil service: rank 5 or higher (or equivalent); (4) Licensed professionals such as professional engineer, patent attorney, technical consultant, management consultant, certified public accountant, tax accountant, lawyer, labor attorney, and other technology/management experts; (5) 10+ years of practical experience or 5+ years of R&D experience in a specialized field. Excluded: those currently restricted from participation under Article 63(1) of the relevant Act, and current employees of the Ministry of SMEs and Startups or its specialized agencies.
