Yes, with conditions
Foreigners are not excluded, but the announcement attaches requirements — residency, a Korean entity, a visa status or a partner. Read the conditions before you spend time on this.
Veterans (including those scheduled to be discharged) who served mid-to-long-term (over 6 years / sergeant or higher / special technical service, etc.) or other recognized veterans. Priority may be given to those with lower grades/income, exemplary soldiers, or those otherwise meeting special conditions. No stated exclusion of foreign nationals, but the program is explicitly for Korean veterans ("제대군인").

- 6 hours of lectures (three sessions): (1) Government support programs & business plan writing, (2) Startup strategies that do not fail, (3) Marketing using generative AI. - Free lunch provided (please notify in advance if you cannot attend). - For eligible recipients of the veteran employment promotion allowance, workshop attendance may be recognized as a job-seeking activity (not applicable for Employment Promotion Subsidy recipients).
