Korea's regional startup centres — the 창조경제혁신센터, where support stops being one-size-fits-all

The 창조경제혁신센터 carry Korean startup support out of Seoul: rolling applications instead of an annual window, space and equipment alongside funding-adjacent programmes — and a count that KISED's page gives as 17 while the portal's footer gives as 19.

Korean startup support has a national spine and a regional body. The national spine — the commercialisation packages — runs out of KISED on an annual calendar. The regional body is the 창조경제혁신센터, and it runs on a different clock entirely.

What they are

The portal's footer states the governance in one line: 주관 중소벤처기업부, 운영 창업진흥원 — the ministry is responsible, KISED operates.

Nationally, the centres sit in KISED's 시설·공간·보육 line, alongside 메이커 스페이스 and 창업존. KISED's page prints a combined budget of KRW 33.362 billion (333.62억원) across the centres.

What they are not is branches of KISED. KISED's own page points applicants to the unified portal and to each centre's separate homepage — the centres run their own calls and their own sites.

KISED's programme page prints the scale as 전국 17개 창조경제혁신센터 — 17 centres nationwide.

The CCEI portal's own footer prints 19개 CCEI, and its centre dropdown names the 17 regional cities and provinces plus 포항 창조경제혁신센터 and 빛가람 창조경제혁신센터.

Both are primary sources, published by the programme's own operator family. This post does not reconcile them — the practical move for a founder is to look up your region on the portal's list, which names every centre it counts.

What they support

Eligibility is the widest of anything on this site so far: 예비창업자 and 창업기업 within seven years (창업기업(7년 이내)).

KISED's support list: mentoring, startup education, investment pitch events (투자설명회), networking among regional founders and companies, marketing and market-entry support (마케팅·판로개척), and global expansion.

The portal's service sections add the physical layer: residency space (입주공간) with a Space List, and equipment rental (시설 장비 대관). A centre is a place before it is a programme.

How a call actually works

The printed procedure: the announcement step is rolling ('25. 연중수시), then application and reception, then selection evaluation, then mentoring and startup-activity support.

Applications go two ways: in person at any of the centres, or online through the unified portal (ccei.creativekorea.or.kr). Each centre also keeps its own homepage, which KISED's page explicitly points to for detail.

The calls themselves publish on the portal under 지원사업공고. What each centre funds, at what amounts and on what dates, lives in those notices — not in any national overview.

Who it answers to

Policy responsibility sits with 중소벤처기업부; operation sits with 창업진흥원; execution sits with the individual centre. The page lists the ministry's 창업생태계과 (044-204-7675 or 7677) and KISED's 지역전략실 (044-410-1925, 1888, 1890, 1892-1894).
