PSST, section by section: the nine numbered blocks of KISED's startup business plan
KISED's 창업아이템 사업계획서 is a nine-section form — 1-1 background, 1-2 market, 2-1 readiness, 2-2 realisation, 3-1 business model, 3-2 go-to-market, 3-3 schedule and funding, 4-1 team, 4-2 social value. Our generator encodes the numbering; each year's 공고 attachment remains the binding document.

The numbering is the reviewer's map. KISED's evaluators know the form by these numbers — a plan that reorders or merges them makes the reviewer's job harder for no gain.
How the sections talk to each other
Sections 1 and 2 are the argument: why this problem, for whom, how ready the answer is. Sections 3-1 and 3-2 are the business logic.
Section 3-3 is where the plan touches money — and because KISED's package funding is staged behind a 중간평가, 3-3 is the document your later tranches are measured against.
Section 4-1 is the team's evidence. Section 4-2 is the social-value plan — mandatory in our encoding for KISED's 2025/2026 evaluations, and the most commonly skipped section we see in drafts.
The variant that drops 4-2
The K-Startup Grand Challenge evaluates a different document: our registry carries a variant with English headings and no KISED-only social-value section. Applying the KISED format to that programme is a category error — match the format to the evaluator.

- Which sections are mandatory?
- All nine, in our encoding — and 4-2, the long-term social-value plan, is flagged mandatory specifically for KISED's 2025/2026 evaluations. It is the section founders skip and the one the form expects.
- Does the Grand Challenge use the same format?
- No. Our registry carries a separate variant for the K-Startup Grand Challenge with English headings and without the KISED-only 4-2 social-value section. The two programmes evaluate different documents.
- How does the plan connect to the money?
- Section 3-3, the schedule and funding plan, is where the printed funding categories — prototype, marketing, IP — become line items. And because the 중간평가 measures progress against the submitted plan, 3-3 is also the exam paper for the later tranches.
- Where is the authoritative version of the form?
- In each year's 공고 attachments — the programme overview pages name the 사업계획서 but do not print the form. Our encoding mirrors KISED's numbering and is pinned by tests; the attachment you download with your call is what binds.
