A competition for water startups sounds niche until you read the prize table. Winners get ministry-level titles, business funds and a fast lane into K-water's own partner-startup programme. The 2026 notice, number 2026-802 from the ministry, sets out the rules, and our catalogue entry points to it.

What is Startup Water, the 물산업 혁신 창업대전?

The 2026 notice states that the ministry hosts and K-water runs the contest. Sponsors listed in the notice are 지식재산처, 창업진흥원, the Korea Water Industry Council (KWP), the Korea Water Forum (KWF) and the UN SDGs association.

The notice invites ideas across water management, in three fields. 물안전 covers flood and drought response and dam or river operation.

물환경 covers water quality, algal blooms and wastewater treatment. 물이용 covers water saving, ultrapure water, desalination and removal of microplastics and PFAS.

The 2026 notice excludes winners of the 2020 to 2025 editions of the contest for the same or a similar item, so the contest has run in those years.

Who could enter each track?

According to the notice, the idea track takes university or graduate students, including students on leave, and pre-founders aged 만 19 or older on the announcement date. For example, a solo entry is allowed, but evaluators weigh team make-up and skills.

The commercialisation track takes the 대표자 of a startup within seven years of its start date. The notice counts a corporation from its 법인설립등기일 and a sole proprietor from the 개업연월일 on the business registration. With several registrations, it counts the earliest.

The notice also bars IP infringers and items that do not fit the contest's purpose. It waives the document review for winners in the water category of the ministry's AX Idea Competition.

What did the winners get?

Each track took 9 winning teams, according to the notice, and we confirmed the prize table against the notice PDF. The idea track's prize pool is 17 million won. The commercialisation track's pool is 85 million won, paid mostly as business funds.

The notice says prize money has tax withheld, and the encouragement-prize counts may change with the results. Every winning team can also apply to K-water's partner-startup programme with the document stage waived. The notice lists mentoring, K-T/B links, investment support and business funds as that programme's content.

How did selection run?

The notice sets a four-stage selection process. A paper review keeps roughly 2.5 times as many teams as the presentation round will pass.

An on-site presentation then picks the teams that go on. Those teams join a boot camp for review and pitch coaching, and the top four per track, eight teams in all, compete in the final.

In practice, the team leader presents at the stage that follows the paper review. Experts and a citizen panel (국민평가단) judge the final, according to the notice's flow chart.

Can a foreign founder enter?

The notice says the contest is open to 전 국민, the whole public, and lists track qualifications by age, student status or company age. However, it never mentions nationality or foreign residents, so it neither invites nor bars them.

The commercialisation track asks for a 사업자등록증 or corporate registry copy and a tax-clearance certificate, so that track needs a registered Korean business. Both tracks need a signed consent form and a pledge form. The notice also asks you to search KIPRIS for duplicates; see how KIPRIS search works.

What is still ahead for the 2026 edition?

The application window closed on 19 October 2026. According to the notice's tentative schedule, the paper review and presentations fall in October, boot camp in October and November, and the final contest and awards at the end of November 2026. Winners receive commercialisation support from December 2026 to June 2027.

The notice states the schedule can change. For the rhythm in other years, look at the 2020 to 2025 editions the notice mentions. For comparable public-sector contests, read GovTech and public-sector competitions.
